Konul Nurullayeva was born on December 1, 1985 in Baku.
She studied at the Department of European Studies and International Relations of the Azerbaijan University of Languages, from where she has received her master’s degree in European Studies and International Relations. Moreover, she studied the MBA at the Swiss University of Business.
Nurullayeva started her career in sports, and has led a number of national and international projects, including:
- Regional Forum of National Olympic Committee Leaders of the CIS and Baltic States Congress of the European Fair Play Movement
- European Qualifying Competition for Athletics of the Youth Olympic Games
- Baku 2014 European Athletics Convention
- 43rd General Assembly of the European Olympic Committee
In addition, when Azerbaijan was a candidate city for the Baku 2020 Summer Olympics, Konul Nurullayeva served as the Executive Director of the Organizing Committee.
Between 2009 and 2016, K. Nurullayeva was a member of the Executive Committee of the Azerbaijan Athletics Federation and the head of the International Relations Department of the Federation.
In 2009, she served as Deputy Head of the Azerbaijani delegation during the European Youth Olympic Festivals in Tampere, Finland, and in 2011 in Trabzon, Turkey. At the same time, she was the deputy head of the Azerbaijani delegation during the 2012 London Summer Olympics.
In 2010, for the first time in the history of Azerbaijani sports, a woman was appointed Head of Mission and observed the Azerbaijani delegation at the Vancouver Winter Olympics. When the next Winter Olympics were held in 2014 in Sochi, Russia, Nurullayeva was appointed to the same position again.
In 2013, Konul Nurullayeva became the first female member of the Islamic Solidarity Sports Federation since 1963, during a meeting of the Executive Committee.
In 2015, she was the head of the Azerbaijani delegation at the Baku 2015 European Games, which was held in Azerbaijan for the first time. She served as Secretary of the Organizing Committee of the 4th Islamic Solidarity Games in 2017, as well as, Head of the Office for Relations with the Islamic Solidarity Sports Federation and the National Olympic Committees in the Operational Committee established to host the Islamic Solidarity Games in Azerbaijan.
On November 19, 2017, during the meeting of the 26th Executive Committee of the Islamic Solidarity Sports Federation, Nurullayeva was elected a member of the Executive Committee for the second time.
In 2018, she was appointed head of the Committee on Gender Equality in Women and Sports, which was established under the auspices of the IHF, and was elected a member of the Coordination Council established by the IHF in connection with the 5th Islamic Solidarity Games in Turkey in 2021.
In April 2020, she was elected a member of the Azerbaijani delegation to the Parliamentary Assembly of the Council of Europe (PACE). At the same time, she was appointed head of the Azerbaijan-Croatia interparliamentary working group by the decision of the Milli Majlis. In 2021, K. Nurullayeva was also appointed a member at the International Parliament of Tolerance and Peace, one of the representative organs of the Global Council of Tolerance and Peace.
